0006123: Ladder on Oil tower functionality

Description

The Oil Tower object (Land_Ind_Tower_02) has a ladder that goes all the way to the top, but the player can only go to the first platform; there is no second ladder action. Is there a reason for this?

Steps To Reproduce

... Climb ladder. Ladd stops at first platform.

Using the second action allows me to climb to the top of the tower https://imgur.com/a/AfTgX8l [^]
