The laser don't work after pressing R button. The lamp is blinking only.

Blinking means it is on cooldown. KlenPS goes on cooldown by deffault when you loose the "target", the "target" in this case being what ever land you are looking at. And since when you press R while not looking on anything it goes on cooldown and just blinks. Also it might be that you should raise your view distance, since you can't look on to things beyond your visual range, probably the same applies to lasers. Hope this helps !
