0002693: M1 Loader can't change ammo type, only the gunner

Description

M1A1 TUSK1 and M1A2 TUSK2 tanks the loader cannot change ammo type only the gunner can. View action menu gunner is able to select ammo nature for main gun not the loader.
Full player crew

Steps To Reproduce

M1A1 TUSK1
Mount vehicle with full player crew
Loader attempt to change ammo type

Additional Information

Would be good to see loader override ammo select if a loader is present, if not give both the ability.
