0002309: Balance Issues Regarding USAF/AFRF

Description

Russian units/equipment, particularly armored vests and vehicles appear to be patently superior to their US counterparts. This hurts game balance and creates a dominant strategy for loadout choices that should not exist (the strategy being equipping all Russian gear). There should be advantages to both factions.
