0005404: L1A1 weapon accuracy

Description

The L1A1 weapons appear to be exceptionally accurate.
(Reported as 0 MOA by ACE3 Arsenal)
Looking in the config browser within the Editor, it looks like there's a relatively sensible dispersion number but it's the divided by a huge number. (1x10^11 or something of that size!)

Steps To Reproduce

Load GREF and check in config values in the Eden editor or using ACE3 arsenal
