0004616: Incendiary grenades repair civi vics instead of destroying them

Description

As the Summary says. This is just a strange one.

Steps To Reproduce

Placed the grenade where the vic should be destroyed, but it repairs it fully instead.

Additional Information

Try the same with "friendly" vics, and they get destroyed. I would expect same happens to civi vics.

(0008553) mwpowellhtx (reporter) 2018-09-19 03:10	it wouldn't repro for me with "vanilla" RHS. not even with RHS + ACE. so I wonder if maybe it is somehow server related.
