it's like that in real life. Take a look at pictures from outside for instance. There are also videos from inside showing what kind of view you get through that single periscope

It's just a drawn line for "aiming" the tank on some course, but in the game there is a texture of accumulated dirt around it, as if it were the edge of a triplex, and not just a line. Dirt severely limits the view, which is already limited by a fairly wide line.
