0006523: PRP-3 bugs

Description

1) Wrong scales i guess. Cant be changed for setting shooting distance (pg up, pg down)
2) Bullets fly somewhere higher then aiming point.

3) Commander sight cant be moved vertically. How to use range scale?

4) Mortar aiming data looks strange. Maybe need to be removed.

5) PSNR-5 radar doesn't show anywhere after enabling.
