Could you elaborate? I'm not sure how to reproduce it? Was it happening in MP?

Yes, it was in MP.
My teammate was on commander slot and he was turned out, i was on gunner slot. I had an opportunity to move on commander slot and i did it.
Teammate said that he could not turn in, he's screen just blinked. After my moving to another crewman slot he could turn in.

Could you reproduce it afterwards? Perhaps it was some one time MP quirk? Was there someone on driver slot?

No, there were nobody on driver. This bug is very frequent, i meet it time to time during playing on BTR in team as well as bug with selfclosed hatches on btr. If you check screenshot above, you will see that hatch is closed.

It closed by itself, dunno what cause it.

After commander turning out players can move to commander place.

During commander turning out players can take a place of passanger on top of the vehicle over commander hatch.
