Yes, majority of the time in single player it works perfectly fine.

Also if you load a vehicle then close the ramp and open it again the vehicle will fall out. It would make sense if they vehicle would stay in the c-130 even with the ramp open because it should be secured in there.
If you want I can upload a demo mission too but you only need the c-130 and a humvee to test it.
