FIXED: Running a repair on both RHSGREF and RHSUSAF seems to have fixed the issue. It was most likely some corrupt files in RHSUSAF since removing and redownloading RHSGREF didn't solve the issue earlier.
There seems to be a bug with some sort of gloss/reflection on the M113's belonging to the Horizon Islands Defence Force. Moving the camera closer to them causes a lot of colours/pixels and whatnot to show up. All other M113's work fine, this just happens with the Horizon Islands Defence Force ones. I've deleted and redownloaded the mod from steam, updated drivers etc.
On the "unarmed" version the bug only appears on small parts of the model.
