Really M993 probably shouldn't be available for weapons other than the M24, M40 and M240
IRL the round only comes packaged as single rounds for special applications, or linked belts for the M240 - not in boxes of loose rounds to load in to magazine-fed rifles like general purpose ammunition. It's a very expensive, difficult to get hold of round.
I think one of the battle rifles is currently configured with M993 magazines available (M14 possibly), but this is in error

I might be wrong, then, but I did read of USSOCOM using 'Black tip' rounds before.
While the M993 'black tip' AP rounds were originally designed for the M24 and belt-fed MGs, as far as I know they can be used with the Mk 17 Mod 0 platform, and have seen use, especially by SF operators.
I apologize if I can't back that up, I don't remmebr those sources off the top of my head, but I do have a DoD Mk17 USer manual that states "the following ammunition is most commonly used with MK 17 MOD 0 (Table 10-2): [...] "M993 Armor Piercing".

From what I've gathered the round is mainly used by marksmen/snipers, both in the mk 17 LB and the mk 20 SSR.
Again, I might be wrong, but in the current state the mod lacks any serious AP options for marksmen using the Mk17, the M61 AP being a bit underwhelming over 400m.
EDIT: I am sure that you are right, the round is hard to come by, but maybe those higher tier forces can still have access to some of it if needed, like said SOCOM ops? I really think it would be nice to have the option open, then whether one wants to use it or not would be up to the single user :)
