0005739: Cannot change ammo type on T-14 tank
It is not possible to change the type of ammo of T-14 main gun until you fired all ammo and asked which type to reload. There is also no possibility to change ammo load out in attributes like you can do with for example the T-80
I tried to press [F], [CTRL+F] and also [X] and selecting via [Mousewheel Down] in the menu. It is not possible to change the ammo type.
Just get in as gunner and try to switch the ammo of the main turret (For example to HE)
Arma 3 Version is 1.98 but it is not selectable below

Solved it by myself. Apparently the Contact DLC was the problem. Does it count as mod?

Yes, sort of. ;) It's optional DLC due to tailored tweaks that are made there to enhance campaign experience. Those tweaks are also affecting in negative way content which is outside of campaign and that one of the examples of such situation
