0005059: Commander positions on many russian vehicles aren't registering as commander
"commander vec" should return the soldier in the commander position of a vehicle.

For many russian vehicles this doesn't work - the commander position counts as a standard turret not the commander. E.g. BMP-1, BMP-2, BTR-80

I believe this is due to primaryObserver = 0; instead of primaryObserver = 1; in the turret config.
Place vehicle with crew. Use "commander cursorTarget" on the vehicle - will show null
BMP-1 = bad
BMP-2 1986 = bad
BRM-1K = good!
Object-681 = bad
PRP-3 = good!
BMP-3 (late) = good!

BTR-70 = bad
BTR-80 = bad
BTR-80A = bad

BMD-1 = no commander? Left hull gunner seat is entered by "get in as commander"
BMD-2 = bad
BMD-4 = bad

BRDM = good!
BRDM Konkurs = no commander
BRDM-UM = good!
BRDM-UM PK = maybe - gunner is counting as commander

This is absolutely intended. In soviet doctrine, a squad vehicle commander (like the BMP or the BMD or BTR) was also squad commander and would be part of the dismount, while gunner and driver would be left in the vehicle as really "the crew". There are some engine limitations that limit this so that is how we got around it.

Yes the getincommander function is broken then, but you can still use getinturret.
