I'm not really sure what the picture is trying to show. Please explain?
All I see is that vehicles are behind the helicopter, outside the radar's field of view (blue cone in the radar display). So obviously they will not show on radar
If that is the issue you are addressing:
Mi-28 and AH-64 etc. radars only use 360 degree coverage in search and navigation modes. These modes operate with lower imaging resolution to help the pilot monitor things like air traffic, help with formation flying etc. etc.
In attack mode they use a narrower, forward-facing search arc, with better radar resolution for finding ground targets and locking on to them.
Arma 3's sensor system doesn't really allow switching between different radar modes. So we only set the helicopters to have the attack mode.
If you just mean that the radar cannot find ground targets like tanks and trucks very easily, then I have improved this a bit ready for the next version.
