I think you are wrong. I don't ask to put insignias on units like USMC FROGS marines. I ask for possibility to do that with uniforms. FROG uniform has velcro pads to attach insignias.
If uniform has velcro pads than you should be able to (not have to) put insignias on it.

IMO, any uniform with velcro pads need to have such feature.

The Velcro on the FROG is for 2 Inch Infrared Glow Squares(which are complete black squares in visible light and just reflective under IR light), not for Unit patches.

The additional Photos You show are MARSOC, not regular Marines, wearing MCCUUs(not FROG uniforms) to which they added the Velcro themselves.
So no you shouldn't be able to put patches onto the MARPAT FROG Uniforms.

The FROG M81 however is a different story as it is only used by MARSOC and comes with velcro by default, so they should add patches to that one.
