which ATGM? How it's not possible to reload? Are you using some additional mods?

- ATGM 9M14M, reload is possible after I restart the game, dont know why before not.
-But this points are still actuall:
AI dont use ATGM - for example: If I the comander, I order AI to use ATGM, I jump out,AI dont use ATGM.
Also, have the 9M14M a minimum range to aim? I didn`t can beat something on a distance arund 200m.

"The two most serious defects of the original weapon system are its minimum range of between 500 and 800 m (targets that are closer cannot be effectively engaged) and the amount of time it takes the slow moving missile to reach maximum range—around 30 seconds—giving the intended target time to take appropriate action, either by retreating behind an obstacle, laying down a smoke-screen, or by returning fire on the operator."
This is also applied to AI. Players might be still able to engage in Arma realms targets below 500m but it also depend on skill.
