0003388: SPC vests do not have pelvis/lower torso passthrough modifier
Armored vests seem to have a passthrough modifier on lower torso/pelvis when equipped (even when not using CSAT armored uniform). For instance, while wearing regular NATO fatigue and no vest, getting shot in pelvis will result in 1 shot kill with 6.5mm, while equipping any armored vest seem to increase it to 2 shot.

This also applies to RHS vests like IOTV SPCS and 6B13, but one exception is all the SPC vests. Getting shot in the the lower torso will still always result in 1 shot kill, just like when not having vest equipped.
Using a 6.5mm rifle, shoot an infantry with non-armored (non-CSAT) fatigue + an SPC vest in the pelvis/lower torso. Compare it with infantry with non-armored fatigue but with other vest, like IOTV or just vanilla carrier special rig.
I am not sure if this is intended or not, so I'm not sure if this is actually a wish/request or not.

It's the other way around though, I found out that all vests that I've tested, including vanilla vests (GL and special rig) have invisible pelvic/groin protection, thus I'm inclined to believe that by default, equipping a vest is supposed to give that invisible protection, and SPC is the only one that doesn't have that

Well I reported this a year ago, BIS and RHS shuffled alot of things since then, but clearly problem still persists.
